C.    PUBLIC HEARINGS - Public Hearings on Ordinance 23-3005 will occur during the Council Action Item portion of the agenda. 

**Please Note** Persons speaking on any issue will be allowed five (5) minutes. Additional, non-repetitive testimony will be allowed after all testimonies have been heard. Testimony can also be sent to CityCouncil@cityofblaine.com

       1.    Public Hearing – 2024 Property Tax

       2.    Public Hearing – 2024 Budget

       3.    Public Hearing – A public hearing to consider Ordinance No. 23-3006, approving a six-month extension and renewal of the moratorium on the filing, acceptance, and processing of new applications for any manufactured home parks, as approved by Ordinance No. 2997 and affirmed by Ordinance No. 23-3002. If extended, the moratorium would remain in effect until May 22, 2024, unless terminated earlier by the City Council. 


D.    AUDIENCE PARTICIPATION - Sign-up/Comment Sheet is located in the Council Chambers before the meeting. Members of the audience will have three minutes to speak. If you plan on commenting remotely via Zoom, instructions on how to comment are included at the bottom of the agenda. Audience members speaking remotely will be asked to participate first. After the remote audience participation is over, in-person speakers will be asked to speak.

       3.    Purchase of Hidrostal immersible motor for Wastewater Treatment Plant.

       4.    Purchase of water distribution system’s maintenance inventory.

       1.    Draft Ordinance 23-3005, Manufactured Homes Parks.

              i.    Public Hearing – Ordinance 23-3005, an ordinance of the City of Blaine Council amending BMC 17.68.120.A.1 to eliminate the exclusion of manufactured and mobile homes to remedy an inconsistency with State law and amending Table 17.68.C of the municipal code to include manufactured home parks, consistent with permitted uses in the planned residential zoning district as listed in BMC 17.42.020.
