After the remote audience participation is over, in-person speakers will be asked to speak.

       2.    Approval of October 10, 2022, Special City Council Minutes.

       4.    Approval of October 17, 2022, Special City Council Minutes. 

       5.    Ordinance 22-2987, Amending the 2022 Budget. Waiving the second reading and amending the 2022 Budget for General Fund 001, General Government Capital Improvement 307, and Transportation Fund 333.

       6.    Resolution 1900-22, Declaring certain City property surplus. 


G.    COUNCIL ACTION ITEMS

       1.    A Request to City Council to Authorize the City Manager to Sign the Interlocal Agreement between Whatcom County and the City of Blaine Concerning Procedures for Amending the Countywide Planning Policies. (Pratschner)

       2.    A Request to City Council to Authorize the City Manager to Sign the Interlocal Agreement between Whatcom County and the City Blaine Concerning Planning, Annexation, and Development within the Blaine UGA. (Pratschner)

       3.    A Request to City Council to Authorize the City Manager to Sign the Contract between KPG Psomas, Inc. and the City of Blaine for the Planning, Design, and Engineering of the Downtown Revitalization. (McSpadden/Wilbrecht)

       4.    Appoint Blaine Tourism Advisory Committee Members to serve on BTAC. (Wilbrecht)

       5.    Appoint ad hoc Advisory Committee Members to Scope Updates to the Central Business District Zoning Pursuant to the Project Charter Authorized by City Council on August 8, 2022 per RES 1895-22. (Wilbrecht)

       6.    Ordinance 22-2988, Approving the new ward boundaries for City of Blaine City Councilmembers. (Ruffatto)

       7.    Approval of IAM collective bargaining agreement – This will be voted on after the Executive Session. (Crawford)
