2. Approval of October 12, 2020, City Council Minutes.
3. Approval of October 19, 2020, Special City Council Minutes. 
4. Resolution 1830-20, to Confirm for the Washington State Department of Commerce the Adoption of the 2019 City of Blaine Shoreline Master Program Pursuant to Ordinance Number 19-2830. (Pratschner)
5. Authorize the City Manager to enter into a grant agreement with the Boys and Girls Club of Whatcom County/Blaine Unit to disburse $30,000 of the City’s CARES Act funds to the Boys and Girls Club for COVID-19 pandemic response. (Lazenby)
6. Authorize the City Manager to enter into a grant agreement with the Blaine Senior Center to disburse $30,000 of the City’s CARES Act funds to the Senior Center for COVID-19 pandemic response. (Lazenby)

Ordinance 20-2950, An ordinance of the City of Blaine, Washington, providing for the issuance of a limited tax general obligation refunding bond in the principal amount of $824,412.31 to provide funds to refund the City’s outstanding limited tax general obligation bond, 2012 and to pay costs of issuing the bond; authorizing the sale of the bond to Cashmere Valley Bank and fixing the terms and covenants of the bond.
