Code Enforcement

In order for the City of Blaine to be able to help maintain a quality of life residents and visitors of Blaine deserve, the City is proactive in its approach when enforcing its municipal codes. These codes (specifically Title 8) set forth the minimum standards in which residents, property owners, and businesses in Blaine must meet in order to ensure properties and neighborhoods are not being adversely affected by the actions of individuals.

The City of Blaine strives to address and protect the rights and needs of all its residents. This includes investigating and responding to nuisance oriented complaints, as well as enforcing municipal codes and fees if need be.

RCW 35.21.310: Removal of overhanging or obstructing vegetation.  

RCW 35.80: Unfit Dwellings, Buildings, and Structures.  

RCW 46.55: Towing and Impoundment.  

RCW 7.48.130: Public nuisance defined. 

RCW 7.48.150: Private nuisance defined.

Some Common Examples of BMC 8.10 & 8.14 Violations Include:

  • Junk vehicles
  • Garbage or debris on private property
  • Overgrown vegetation
  • Dilapidated/unsafe buildings
  • Noxious odors, fumes or smoke emanating from property
  • Attractive nuisances
  • Construction noise
  • Boarded up structures

Code Enforcement Request and Complaint Forms
The City of Blaine created forms to make it easier for residents of Blaine to efficiently report neighborhood and safety concerns. For your complaint to be reviewed, the forms must be completely filled out. If portions of the forms are omitted, city staff will be unable to resolve the issue in a timely manner, or in some cases, at all.

Note: You are not required to provide your personal information on these forms. However, if you choose to do so, certain information that you provide may be subject to disclosure as outlined in the Public Records Act RCW 42.56.

Dispute Resolution

The Dispute Resolution Center of Whatcom County is an excellent source for resolving conflicts between various parties. If you believe that your issue would be better resolved through mediation between the two parties (one example being a noisy neighbor), and not through the City’s code enforcement process, please contact the Dispute Resolution Center of Whatcom County. However, if you believe that the complaint you are making involves the violation of any municipal code (especially Title 8: Health and Safety), please fill out either the code enforcement request form or the complaint form. This will allow us to properly document the complaints and address them in a timely manner.
